The councils

Three councils rule the life of the university: the Board of Governors, the Scientific Council and the Educational Policy and Student life Committee. The members of the three councils represent all the categories of staff and users of the University. Some very important people who do not belong to the University also sit in the councils, notably from the Town Hall of Paris (Mairie de Paris), the Ile de France Region, the main research organisations, organisations representing employers and employees.

  • The Board of Governors (CA)
    The Board of Governors has the power to take decisions, determine the politics of the university, vote the budget, approve the conventions and decide on legal and disciplinary matters. Notably, the Board of Governors debates on the University Contract. It votes the budget and approves the accounts.  Respectful of national priorities, it decides on the repartition of the number of jobs which the university is allocated. It allows the President to take any legal action. It approves the agreements and conventions signed by the President, as well as the loans, stakes, creations of courses, the acceptation of donations and legacies, and the acquisition of real estate. It can delegate some of its responsibilities to the President of the University. The Board of Governors of the University is divided into sections and has disciplinary authority over professors, teachers, researchers, and users/students. The Board of Governors is constituted by 30 members representing the whole of the University: professors, teachers, researchers, users/students, and administrative staff, divided into sections according to their subject or group of subject.
  • The Scientific Council (CS)
    The scientific council determines the direction of the politics of research, the scientific and technical documentation, and the distribution of the research budget. It is consulted on the programmes of initial and continuing education, the qualification to be given to the positions of teachers and researchers, either vacant or required, as well as on the programmes and research contracts offered to the various departments of the university, and on the entitlement to award national diplomas, on the propositions to create or modify university diplomas, and on the University Contract. It coordinates teaching and research, especially for the second year of the Master’s degrees (M2) and PhDs. It is constituted of 40 members representing the entire community of the university: teaching staff, Iatos (technical, administrative and other non-teaching staff) and students.
    The president and the Vice president of the Scientific Council are advised on matters regarding scientific politics, before the debates and the decisions of the Council, by a Strategy and Orienteering Council (COS), constituted by the President, the Vice president of the Scientific Council, his/her Official Representative, the Director of the Services, the Manager of the Division of Research and Doctoral Studies  (DRED), the Directors of the IFRs, and for those who do not have any, by Scientific Representatives.
  • Educational Policy and Student Life Committee (CEVU)
    The Educational Policy and Student Life Committee (CEVU) deals with all the issues concerning students, their studies as well as their daily lives. They present the Board of Governors with propositions regarding initial or continuous education, inform the requests for entitlement to teach and the project for new study courses. They prepare the measures for the implementation of students’ career guidance and the validation of qualifications, facilitate cultural, social and sports activities, as well as associations open to students, make starting work easier, improve the life and work conditions. Notably, they examine the supporting measures for students, the social and academic help for students, the medical and social services and the resource centres and libraries. They guarantee the students’ freedom in political and trade union activities. It is constituted by 40 members who represent the whole of the university: researchers, teachers, professors, administrative staff and students.
